NCO Financial Systems is an accounts receivable management company based in Horsham, Pennsylvania. Besides Fixed Fee Collections, First Party Collections and Third Party Collection Services, they are also a leading purchaser of bad debt and charge-offs. NCO may be attempting to collect a debt you owe to companies like Citibank, Chase, AOL and Verizon or it may be collecting debt it has purchased.

As with all debt collection agencies, you should be careful what information you provide or questions that you answer when communicating with debt collectors as this may restart the statute of limitations on your debt or create a legally binding agreement.

I received a call this morning at my business and when I answered there was no one there. I was about to hang up when an automated message came on saying this was about a debt collection and to call 866-429-3952 and ask for a Mr. Meade. When I called the number to find out what this was about, the operator said call could not be completed as dialed. This probably explains the calls we get several times during the day, that when answered, there is nobody on the other end.
I got a call from someone that did not leave a name but said to call ext. 3443. If I didn't call by 3pm they were filing. What are they filing?

I see some of you are plagued with calls from many years ago. I would check online for the statute of limitations for any credit card debit and see how long they have to collect on a debt. I live in Florida and the SOL is either 4 or 5 years for credit card debt depending if it was a written contract or a verbal (over the phone) contract for the credit application.
If you have not made a payment to the credit card company in either 4 or 5 years (depending on the SOL), then the collection company legally can not hassle you about the debt. That does not mean they won't call you, because they still do. It's up to you to tell them that the debt is past the Statute of Limitations (SOL) and ask them to stop contacting you about this debt. Then follow up with a certified letter stating the same. NEVER ADMIT YOU OWE THE DEBT!!! KEEP YOUR CONVERSATION BRIEF AND DON'T GO IN TO ANY EXPLAINATIONS!
this company keeps calling my mother's resident asking for me. i called them back and to see what it was about and was told it was personal. they quoted the last four numbers of a social security that was close to mine, i told them that was not my number but that was my correct name. they refuse to discuss anything with me. i told them to remove my moms number from there list. is there any thing i can do to find out what's going on and who is using my name?
i had a past credit card from yrs agao and they are just now calling me saying i owe 900 dollars and 300 in interest when the cc i got was only for 300 dollars from captial 1 well some india sounding guy named pac called me i mad the arrangements then i had to call them and tell them that i dint have any money because i was out of work and he started argueing with me and they over drafted my checking account 50 dollars i closed my account out and reopend a new one when i found out this company was a fraud company i talked to some manager and she said that the only way to pay my bill was to set it up through my checking act that if i mailed it in the mail it had to be the whole 900 dollars then when i found out the company was fraud i said iam not payin them a dime and they called me again argued with me i hun up on them they said i need to call them back that i only got untill monday and all this crap iam just ugnoring there phone calls
NCO calling for a former user of my phone number. I've told them several times the number has a new owner. Doesn't matter. NCO calls multiple times a day asking for "Jeff", presumedly the former user of my number. I guess they don't believe me. Scumbags is what I call them for interfering with my day like they do.
I have sent the following letter via certified mail; my ssn is obviously bogus in the letter, but since they don't tell me what they're calling about, I have no idea what their reference number is or what they're trying to collect. They are bound by this letter to stop calling me, and we'll see if they do. I'll keep everyone posted.....

They called several times and i ignored the calls. However, the last call i recieved two days ago, i responded and told them that they being taped and that i'll turn it over to the FBI. Guess what, they hung up on me.
We have been getting repeated recordings telling us to call 1-800-477-1827, and that it was a debt collection agency. I know for a fact we have no outstanding debts, so just deleted the messages. I'm glad I googled the tele. # and got this site. Now I know it's a ripoff. I will continue to let the machine pick up the calls and delete them. John & I have made it a betting game as to whether or not they call on a given day or how many times in one day....keep on smilin'!
I get called by these people all the time and no one ever says anything when I pick up the phone. I was on vacation for a week and had 44 messages with them hanging up. I wish these people would stop bugging me.
A Ryan McAndrews called my 80 year old father today from 888-899-3531 looking for my husbands ex-wife. How would they even make a connection like that? My husband and his ex have been divorced for 20years, and she never knew my maiden name, plus we got married in a different state. She has no idea how to contact my father, so why would her creditors?

I just kept a whistle by my phone, and when they called, I blew the whistle as hard as I could into the phone. I only recieved 1 more phone call!!
They are the bottom feeders who purchase old debts. Mine is from nearly 7 years ago, from a company that absolutely would not work with me (about my then situation, layed off from Intel). The other debt holders (who worked with me) were paid off. This is the last one & dropping off my credit report in November. I feel NO REMORSE for blowing their ears out!

They cal 3-4 times a week at different times, from 830am to 845pm. I have checked all my credit reports and see nothing out of place, in other words my credit history is outstanding. Just got a call from NCO financial. When I called back I got a Indian guy and he asked for someone else. Told me the name and I said it wasn't me. So he said he would remove the number.

These Idiots at the credit collectors, some guy named Jonathan Jackson... sounds like a phony name... they wanted me to give my neighbor a message to call them... when I asked how he got my number, he said I was down as a reference... which was a damn lie... I don't even owe anybody money and they're bugging me to give messages to my neighbor. I googled the phone # and found all kinds of fraud reports on this company. I'm a reporter and have access to lots of info... they're real # is 916-830-0501 in Sacromento, CA... have at it. They call my home on a number that is on the federal do-not-call list, I don't owe them money and want people to have their # so we can bug them.

I have been receiving calls from NCO regarding my ex-boyfriend from 10 years ago. I received calls last year on my cell phone and asked them to quit calling my phone. Yet again today 06/13/2008 I received a phone call from them regarding my ex again. I called them back and asked them to quit calling my cell phone. Well 2 hours later they called me back with a recording that I sat on hold for 15 minutes to talk to no one. I called the Attorney Generals office and they told me that I have to send a letter to them in writing to have them quit calling me.
They left a message with a family member with a reference number. I believe it is NCO but I can't be sure.
Sick and tired of receiving these calls simply because I have a common name! I just filed a complaints with both the State of Pennsylvania Attorney General and the Federal Trade Commission. I believe they are in violation of the Do-Not-Call Act since I have no previous business relationship with them, and my phone number they are calling is registered on the DNC list.
They called my cell phone at 8:19am on a Saturday. Said her name was Adamia and that she was required by law to tell me that she was attempting to collect a debt. I searched my credit reports and NCO is not listed anywhere. I have no clue why they are calling. They only called my cell not my home phone, weird. I can simply say that I will not call them back.
I have no idea why they call me. I get 5 or 6 calls a day and it shows up on my caller id.. I let the answering machine take them.. its always some foreign person and I can barely understand what they are saying. Now this last several times it has been an British accent. I have debt callers calling me all the time from NCO, and i am 19 years old! It is my mom they are looking for, yet they wont leave me alone, after i told them a milllion times that i am not the person they are looking for. These guys are complete assholes. 23 calls in less than 2 weeks. After I talked to them and told them what was going on. They just keep calling and calling.

I have had several phone calls from this agency stating that I have a outstanding debt. I work long hours in the medical field. I have not been home to receive these calls. I rec'd a letter in the mail that gave me this website to pay the bill. I opened it up to find all these comments. I have decided that this is a fraud. My husband and I carry insurance on both of us. I have had no prior notices that we owe this money. I will not pay this bill.
I've been getting intermittent phone calls from NCO and the information was very helpful for putting together what was going on. I don't have any debts so I'm not sure what's up, but I'm not calling back. As with everyone else there was a case number, etc.
I received a call from this number looking for a person unknow to my number. Upon asking if this was a creditor, I received a response of, "no this is ???, and I am looking for ???" I asked that my number be removed from this calling list and was responded with, "I am sorry, I called before you had your coffee!!" and then hung up on me. 215-441-3000–this is the number of the lady who called and said she was from Sprint. I called Sprint earlier that day to upgrade one of my phones on my Sprint account, because I get a $150 credit after two years. I guess she was trying to pull one over on me, because when I started to ask her a lot of questions, she hung up. Apparently, they have affiliates with Capital One, which also miraculously appeared as an account on my credit report-I have contacted the FTC and reported suspects-all individuals have harrassed me by attempting to block me from viewing my own accounts, etc. I also contacted all 3 credit reporting agencies, and I have had to call the Dekalb, Ga. authorities to report names of suspected local people, so when the FTC completes their investigation, they can compare notes with the local authorities, and these stalkers can be arrested–it’s one thing to invade someone’s privacy because of a loose nut in the box, but quite another to steal someone’s identity and use it as their own, even pretending to be married to the person. In fact, isn’t there a federeal law against that , making that person a felon when convicted?! You could say I will be quite the vindictive one, to say the least–somehow, these FOOLS have to learn a lesson in a federal prison for a few decades
The company called our work phone number and asked to speak to a particular person who doesn't work in our department. I asked where he was calling from and he told me the XXXXXX County Sheriff's Office. I offered to see if the person he was looking for even worked for my company. This person didn't, so I asked to make sure they didn't call us back. I thought something was fishy so I "googled" the number while he was on the phone and found out he was misrepresenting himself to me. He hung up on me. I called the number back; I was allowed to complain to a "paralegal". Since then I have called the County Sheriff's department alerting them that this company is trying to pass themselves off as being something they are not.

I went to NCO's website and called the number listed there. I explained the situation and told them this number. The number is not in their system.
They called and hung up. When I returned the call they asked for my credit card number which I did give them. I called my credit card company and they had no record of this number in their system. Please be careful, these people may be phishing! Don't give out your credit card number!!!
Out of the blue my husband is getting annoying automated phone calls from what they call NCI then they say some reference number and it never works. We are sick of it. I am now going to write a drop dead letter and will sue them if this continues.
I've had three calls from them over the last 6 months (since I started keeping a record of the calls). I've gotten two calls from the above number and one from an already reported number, 866-849-2438. My policy is that I don't pick up any phone call who's number I don't recognize in caller ID or shows up as a private or no number. I always get the standard voice mail asking me to return the call to a Miss Grange. The VM is somewhat garbled and the name is hard to make out. The one thing I do WRT the calls is I DON'T RESPOND. As far as I know, any credible collection agency sends you a letter since snail-mail is still considered legal notification. I don't think phone calls meet that definition. And that's how I handle it. The last credit report from each of the three bureaus seem ok.
NCO called and left a recorded voice message along with a reference ID #, that I could not understand. I called them back from work and I got one lady who asked for my home number. I gave it to her and she couldn't find me in the system. Then she hung up on me, so called back and got a young man named Christian and gave him the phone number twice and he couldn't find me either. He stated he couldn't locate my number in their database. If they give you a reference ID, then why do they need your phone number. I hope to never receive a recording call or live call from them again. they sound real shady.

I received a letter dated 5/16/08 from NCO Financial systems stating that I owed $978.47 to the Virginia Department of Taxation for tax year ending 1984, I was never a resident of the state of virginia I was in the Navy stationed in virginia but maintained legal residency at my home of record in NY state and filed taxes in NY I have no idea what they're talking about no one i know has there tax records from 24 years ago my Cease and desist letter will be going out first thing tuesday morning i'm glad i found this site this has kept me up all night.

Someone from NCO called this morning inquiring about mortgage on my home. She said the last payment was in Nov 2005 (2+ years ago) and that I had opened the mortgage account in 1996 (1+ year before I purchased my home) Neat trick - open a mortgage before you actually purchase a home and then not make any payments for 2 years!!!! The Cease and Desist letter leaves yet this afternoon.....

They've been calling me for two weeks and I OWE NO ONE DEBT. This is complete bullshit.
NCO is the successor to NACC (North American Capital Corp). NACC had to settle for $25K in 2000 for violating the Fair Debt Collections Act. Even after paying the fine, they tried to hard ball me on a debt that was only months away from the 4 year statute of limitations. I got an attorney and eventually they settled in my favor due to their questionable actions. NCO (the company that now owns NACC assets, debts, records, etc.) is trying to collect the already settled debt over 4 years after it was settled and well after the statute of limitations. I informed them that if they had the record of the debt they should have a record of getting their backside handed to them as well. They insisted that they have no obligation to verify if the debt is legal or valid until *after* I file a dispute with them (for a debt that has already been settled and is beyond the statue of limitations). I've filed a complaint with the FTC and am now filing with the Attorney General and Consumer Protection Agency in the state the settlement was made in and the state that I now live in.
I urge everyone to file complaints with the FTC, AG, and CPA. NCO has already had to pay $1.5 million in fines for violating the Fair Credit Reporting Act (FCRA) and the Fair Debt Collection Practices Act (FDCPA). If the FTC receives enough complaints they will again hammer NCO. Sadly NCO will likely just become another company (as NACC did) and probably continue this trend, but at least NCO can get hit hard enough to make their behavior a LOT less profitable.
I was given this number yesterday by Capital One Credit Card Services, as their Home Office Customer Relations number. Sent them an 11 page fax last night--time will tell!
NCO has been calling my cell phone off and on for about 2 weeks now, and I have been ignoring them until this morning. I decided to call them back at the number that appeared on my call display, and got an automated message that stated that "this number is for outgoing calls only".
So, I looked up the number on Canada 411 and was directed to the NCO website, where I phoned their consumer hotline +18005509619. The person who answered was courteous enough, when I explained I received several calls from this number and was not sure what this was all about. He asked me the number I was calling from, so I told him. He said one moment please then put me on hold for about 5 minutes. He then came back and informed me his computer was acting all retarded on him, that her would transfer me to another person.
Another 5 minute wait and another person came on and I explained the situation to him. He then started to grill me on all sorts of personal and financial information and I said I was not going to give out that sort of information until he told me the name of the party they were trying to contact.
He said "do you live in xxx town"? I said it doesn't matter where I lived, but what does matter is you still haven't explained to me who you are looking for and if it is me, what this is about (he still didn't have my name).
He said he was looking for a Doreen, and I said "well, I'm sure that isn't me, I don't know any Doreen, nor does one live at his cell phone number. You have the wrong number, and I would be obliged if you do not call me again". He said he will take my name off their calling list. I guess only time will tell if he does or not.
I have had about 18 calls today from this number and another NCO number. When I answer no one is on the line and I called back I could not understand what they are saying. I do not owe any money to anyone and have no idea why they are calling.

Suing the borrower to collect debt: The Statute of Limitations is the legal time limit a creditor has to file a lawsuit against the debtor for failing to pay a debt, and the time limit depends upon a few factors: the state in which the debtor lives, whether the debt is oral or written, and whether the account is “open-ended” (eg. credit card account) or close ended (eg. installment sales contract). Suing or threatening to sue after a statute of limitations has run out violates the Fair Debt Collection Practices Act, and if a debtor believes a lawsuit was filed after the time period expired, a lawyer should be contacted immediately to defend the case. If true, the lawyer’s fee will most likely be paid by the creditor.

Be careful when dealing with collectors because a debtor can inadvertently restart the limitations clock. Remember, it starts from the date of “last activity” on the account. This could mean that if a debtor makes a payment on an old debt (or even agrees to an extended repayment plan) or even acknowledges the legitimacy of the debt, the statute of limitations could be extended or restarted altogether. Although a creditor cannot sue after the expiration of the statute of limitations has expired, it can still try to persuade you to pay, including calls and letters. Remember that a legitimate debt is truly erased only when it’s paid in full or erased in bankruptcy.

My phone rang one day and call ID said: 1-800-448-9570. Decided to pick up the phone and the caller asked for someone I have not heard of. I emphasized I didn't know such person and the caller said he will keep calling. My gut feeling told me this was a scam and so I decided that I have heard enough of this guy and just hung up before he finished what he wanted to say. Then I typed this phone number in google search and of course I found numerous bad comments about NCO. People if you have similar experience you should look up the the Fair Debt Collection Practices Act and learn your rights. You have no obligation to pay anything you do not owe. Don't give these people any information because if they are legitimate they should have all your info already. They just want to trick you into providing them your personal info.

He asked to confirm my name & also mentioned my home address. He said that he can offer me a lower interest rate on my mortage. I asked him how he got my nam & phone number. He said banks send their company list of people with high mortage rates & his job is to call & offer a lower rate. I asked him to give me his phone number. He said he works in a outbound processing centre & that I would be unable to reach him cause he has no phone number & because he is not in Canada. Personally I thought this guy is trying to fraud me & probably other people, so I told him to remove my name & phone number from whatever list he has and that I wasn't interested. I went to buy a house in Nashville in May of 2008. I found the perfect home and applied for a home loan through CHASE. Come to find out that even though my credit is great I have a collection for $200 from an SBC home telephone line in Compton, CA. I have lived in California before but nowhere near Compton. It was up to me to clear this up before my closing date two weeks later or else I was not going to be approved for my home loan. I called NCO Financial and finally got through to a woman who was hell bent on not telling me how to fix this situation. When I asked to speak to a supervisor she put me on hold and the phone mysteriously disconnected. The second woman I spoke with said a SSN number that started with 298- and I corrected her that my SSN starts with a 296-. About the fourth time she did this I stopped her from talking and told her this was the problem, it's not my SSN. She then paused a moment and than said, "oh, it is 296-xx-xxxx!" I told her that this was as shady as can be and I wanted to speak to a supervisor. After being on hold for a long time a woman picked up and and explained that she was a supervisor. I asked her how I could resolve my problem and the only thing I could understand of what she was saying was to prove that I didn't live in Compton, CA or pay the money. I don't know exactly how to prove that you didn't live somewhere, I think that's impossible so I had to do the opposite and prove where I did live. Anyway, the rest of our conversation was useless due to the fact that this woman was speaking ebonics with a heavy accent, I'm not sure if it was a joke that they were playing but I kept trying to tell her that if she's speaking English I have no idea what she is saying. What a professional company this NCO Financial is turning out to be!
With no success being able to reach anyone at NCO Financial that could help me and who wouldn't place me on hold without the phone magically hanging up(a big game they like to play), I focused on proving every place I lived for my entire life. This way, even if no one at NCO Financial would help at least CHASE hopefully could pull their heads out and apply some common sense to this situation and realize that this isn't my debt. If I was going to ruin my 750+ credit it would not be over 200 fucking dollars!!! Anyway, I did just that, I now have documentation for ever place I have ever lived and the dates as well. I forwarded this information to CHASE and called NCO Financial to try and reach someone that could give me a fax number so that I can get this information to the proper people. After several failed attempts and being transferred from department to department and being jerked around a woman was finally able to help me. She started off the conversation and immediately said 298-xx-xxxx. I couldn't believe it, ever since the first time I corrected one of their representatives all the people have been saying 296-xx-xxxx. I knew this was no coincidence and immediately stopped her. She asked me to spell my name which is not a common one, in fact there are only 11 of my last name and they are all family in Ohio, I'm the only one to have ever left Ohio bearing this last name. She said that the SSN's do not match up and the first name is miss-spelled. It was obviously fraud and she said they would remove it from my credit within thirty days. That didn't help my current situation with CHASE so she said they would fax me a letter by the end of the business day. I waited and low and behold no fax. I called the next morning and got in contact with a supervisor named Dave King. He assured me that he would put a rush on it but that it takes them time to type up this intricate letter and they are working as diligently as possible. I waited and finally just before the end of the second day the fax came through. It was a pidly two-liner that contradicted itself as follows: "Please be assured that our records do not reflect your having owed on the above account number, nor have we furnished your information to any credit reporting agencies. Despite this, to the extent your information is appearing on any report with any credit bureau which we do business, we have made a request to delete our listing of the above referenced account from your credit profile." What the fuck is that? Amazing. These people are the scum of the earth. They are the dog shit on the bottom of my shoe and I hope this happens to their asses at least once in their pathetic lives. They make Lawyers, tax assessors and used car salesmen seem like saints. The sad thing is I bet half of the people who jerked me around this whole time are barely above minimum wage with real credit problems of their own, none of them sounded like they had a descent education or clue as to what they were doing. I also wonder how many people, especially the elderly that would have gave in and paid just because they feel like they have to or don't know any better. What a group of crooks you are!!! I'm going to get this information to any site that will take it to hopefully get your group of fuck-ups shut down for good.
NCO called me yesterday (first time). When I called back to find out why they were calling me (I have excellent credit), they were only concerned with whether they had my name and phone number accurately. I told them yes and then wanted to confirm my address. They had that wrong and said they'd take me off "the list." I tried to find out more information about the "debt" but they wouldn't tell me anything else because of "privacy." After that call, I called them again because I was concerned someone was using my SSN. I asked to speak to a supervisor and when he came on, he said I knew why they were calling and they were collecting a "BP Oil" debt for $34 from 1995!!! I don't have a "BP Oil" card. I told this person that and he said "we'll take you off the list." Whatever that means.
in case you don’t already know it. these people will make you crazy. be assertive with them. call them out on their game. If you’re reading here, then you’ve probably already been researching them and you’ve read about how they work. Insist on working with your original creditor. ask for copies of signed contracts and itemized statements. send them cease and desist letters. it will at very least force them to do something other than harass you for a few minutes. and….if you either never answer their calls or refuse to work with them, you’ll notice that a company with a different name will start to call you. It’s not usually the same company. They sell your debt to yet another company for even less than they paid for it to start with and the cycle starts all over. Generally speaking…if you agree to pay even 10% of your bill…they got their money back…but before you do…i’d ask for a written contract that states the amount you’ve agreed to pay and the terms of the agreement…i.e…this will be marked paid in full with all credit bureaus…etc., etc. And NEVER send money without the agreement and when you do send the money…keep a copy of the payment. I suggest you refuse any pmt option besides a simple money order that you mail to them. They’ll try to tellyou that you’ve agreed to mail payments in the past and you didn’t do it and they won’t accept mail payments and you have to give them a checking account number or a credit card number or wire them money via WESTERN UNION. DON’T DO IT! They’ll charge the whole amount to your accounts and Western Union fees are just more money you have to spend. SAY NO! You can usually buy a money order at any bank for a dollar or less. Whatever you do…send them a letter insisting they stop calling you. I can deal with mail statements. Generally…unsecured debts like credit cards are never going to end up causing you to have your wages garnished. Student loans, back taxes, child support…yes…but collection agencies for unsecured debt…not likely.
DON’T let them have the upper hand. Don’t give them any information if at all possible. Answer your home phone like a business…make up a business name if you must. Never give your name when you answer…just say…something like…Front Desk…or 1835 Pine, How can I help you? When they ask to speak to you…say…she’s not available may i take a message…(this can be a clincher right here)…they shouldn’t talk to you at all. Ask who they are…company name, address…purpose of call…their full name (expect a lie)…if they won’t give it…tell them no one there takes calls without knowing what they’re about. Just be as obnoxious as they are…they’ll pass you on to another company. And remember….they paid less than 10% of your balance for your debt…your original creditor charged it off and took their tax loss…you SHOULD refuse to work with any agency other than your original creditor!

They admit that it is NOT my account but refuse to remove my name from invoice. They say I have to call RMS the collection department, but they have NO RECORD OF IT EITHER!!!!!! So everytime I call back they hang up on me!

I have been receiving calls from this number for 2 weeks now. I finally called back, and a dot head answered. He said they were looking for an R. Brown from NY or maybe NJ. Not even close, he said he would remove my cell # from their records, I have a feeling he won't & I'll be hearing from them again. They did not however ask for my info. They called today at work about a bill that I am trying to pay. I told them I would send a cashier's check or money order and the lady proceeded to tell me that they couldn't take a money order or a cashier's check and that the only way they were going to get the money was for me to give them my checking account number. I told her I don't give anyone my checking account number over the phone. She then said she was going to call the credit card company and tell them I was refusing to pay. I explained to her that I would also call them and tell them that I did not refuse to pay and that I will deal with the credit card company personally. I then called back at number above and asked why they treated people like they do and she pretended she didn't know what I was talking about. She said they are not in the customer service business and I explained to her that you won't get anywhere treating people like they are scum and that any business you are in you have to have customer service no matter what. I am not sending them a dime.

They called me on a Saturday morning and I could not get to the phone. I've tried to call them back three different times and ran up my cell phone bill waiting for up to an hour for someone to pick up. Each time I just got so frustrated I hung up. I don't owe anyone anything to my knowledge. I've even called my credit card company and they said my balance was zero. I always pay all my bills on time and I make the full payment for credit cards so my balance is clear. They haven't called me again so hopefully they have me mixed up with someone else.
these people LITERALLY start calling at 7:59am, im pretty sure thats illegal, they call from about 7 different numbers and call about four times IN A ROW about 7 or 8 times a day, a grand total of 28-32 times a day, which is a violation of the Fair Debt Collection Practice Act. Bottom line is NCO is a third party bottom feeder debt collection agency. These people take a debt which has been written off by Capitol One (in my case) and you are NOT legally bound to pay them. When i have the money I owe, i will call Capitol One myself and handle this issue. Its always a good practice NOT to deal with a third party collection agency. More often than not, if you call the company who you originally owed the money to, they will settle for less than the collection agency is asking. They'd rather get SOME money from you rather than NONE.

The caller ID came up as Rita Kushinsky at 215-675-1573. It is hard for me to understand why anyone should report to or answer any questions to a company that seems to be hiding and/or parading as something else. I just got a call from a "Christopher" who was so rude that it made become visibly upset (I am an extremely calm person by the way). I told them it was the wrong number several times (over the last six months) and they continue to call. I just spoke to a surprisingly sweet lady who assured me my number was taken off the list.

I have received close to 20 CELL PHONE VOICE MAIL MESSAGES, from this (800) number: I have never picked up, or answered, even ONE of them! With my FICO in the 800+ range; there is NO WAY I can legitimately owe ANY outstanding debts according to EQUIFAX Customer Service Representatives.
Found this odd message to call NCO on the answering machine re a reference number. We owe not a dime to anyone. I do not plan to call them, and if it continues to send the registered cease and desist letter mentioned in one website. Thankfully, we found the websites that warn about NCO. Really rude LaMora Brown called my father in law, who is terminal. Left message to call her back. We called her back, asked to call us in the furture. Avoided the request. Could not get a word in. Told her to contact our attorney, she said we do not deal with consumer consolidation. We said it is not, she would allow us to give her any futher information other than the phone number. She said they are sending subpoena. It is against the law to make threats unless you plan to take action. This was our first contact with this person. I am filing a complaint with the State of Pa and VA for violation of Fair Credit Billing Act.

I had to press 3 I think it was and I got an actual person. He looked up my info and told me they would mail me out a bill. The man gave me his name and number and was very nice. I have been getting calls from this number for weeks now. The first time they called (at 8:00 am on a Saturday) I got a message to return their call with a reference number. I did this immediately. They told me I had a doctor's bill that was sent to them for collection. I had, in fact, seen this doctor at a hospital about 19 months earlier. I received the hospital's bill and paid it but never got a bill from this doctor. When NCO called they had my address but with no apartment number. How did the hospital manage to send me a bill to the correct address but the doctor did not? Maybe he should have paid more attention! My husband and I moved and filled out a change of address with the United States Postal Service and have had no problem receiving our mail from our previous address, except for this bill. NCO offerred for me to pay by phone and I refused and asked them to send me a bill, I also updated my address with them. I did not get anything in the mail. I did, however, get another call the next weekend bright and early. I was not as nice this time and I made sure they had my address correct and they told me they would push back my calls. So, now I get a third call. Calvin is the guy who answers and tells me they can't send me a bill but some other notice. If they can't send me a bill then why are they harrassing me?! I am 8 months pregnant and I cannot tolerate the stress of this. I got the doctor's name though and I will be looking for him to find out if he can send me a bill. My credit is screwed because a foreign doctor didn't get my address correct!! How lovely. If the calls continue, I will seek legal representation to show I have made every effort to pay this.

I got the call from 18774950499 and it was NCO Financial systems for a collection debt.
This number has shown up on my caller ID over a dozen times in the past week. Mind you, we are registered on the Do Not Call Registry. No one is on the line when I answer and if the voice mail picks up the message states 'This an attempt to collect a debt form a debt collection agency and any information obtained will be used for that purpose'.
One time I was able to speak to someone by chance after obtaining an alternate contact number via the Web. A CS rep told me to hold for my reference number and I will be helped and to note that this call was being recorded. I was on hold for 18 minutes with no response. Is there any way to stop these calls and/or an alternative to verify validation of/with this company?
I received a message from a man with an Indian accent asking for someone that had a name very close to ours. He said the call was regarding a "very important business" and noted a reference number to use when calling back to (800) 350-2457. It was very suspicious.

Dean from NCO Financial Systems, Inc. is attempting to collect a debt. He said the message was solely for someone who hasn't lived with me since 2003. According to the Fair Debt Collection Section 804(2) Dean can not state that such consumer owes any debt. Shame on Dean!

I got a call from the at 815 this morning and everything is paid in full that i owed, since november
i use to work there I KNOW I KNOW it was just a pay check. I didn't do any of the collecting. I processed the letters that debtors would write. They are sneaky bastards. Be careful they tend to purchase very old accounts to collect on, also they say they will stop calling and don't do that. It is a 1,000 violation for each attempt to contact you via mail or phone. They will tell you to send it in writing thats the only way. Its not per FDCPA when a consumer requests verbally or written to cease any type of contact they must do it. If not get a lawyer trust me it is more effective. They also tend to collect on accounts that consumers may have settled with another company. Just recently I've processed a bunch of letters stating that they are calling the wrong number, which they do and the collectors do not care. They have to remove the phone number, and some cases they will scroll through the notes to get the phone number, submit a letter telling them to put the number on the DIALER DO NOT CALL list. Its through email and it gets done 24-48 hrs of submission. Don't be afraid to stand up for your self. They just got in trouble big time. The more people that learn there rights the less they can do. Trust me they hate paying out the money. And they are not allowed to request bank info every month. The info is inputted into the consumers screen account and it is easy as 1-2-3 to remove it. The bank is right for not giving out info. And when an account is disputed they have to remove it from the credit report, if not LAWSUIT!! Just remember to keep all records, copies of letters that you have sent. And if you must write to them do it certified mail, It has to be done the day it is received. And you have a record of the letter being received. Trust me, this company does suck and its worse to work for it, I did learn a lot hence me writing now but I would never go back to a company that is shameless and don't care. There is laws they have to follow, they know it but they don't. So keep up with your rights. Also, if you write in requesting all communication to cease, but you have another account and they contact you about that account they are in violation, because they have to make all accounts cease and desist. I hope this helps, there is so much out there, and if you have a lot of problems contact a lawyer especially a consumer lawyer. The lawyers can be sneaky so NCO does a violation and you win in the process! Hope this helps.

I am making payments to this company, and constantly receive calls. This company is also calling my bank, to verify funds. Every month they want proof. My bank refuses to give it to them. Then, they call me demanding that I fax over proof of my bank balance. I never have, they get the payment on time. You jump through hoops with NCO, and they demand that you jump through more. Just about every person there is a [quote] manager. I have been nothing but compliant with all the terms, and they continue to be bothersome.

I'm based in California and have gone round and round with NCO and SHC Reference lab over a lab testing bill of about $45. This all started with a $45 laboratory bill tha was late because my mailing address had changed. Anyway, the lab sent me to collection "to get my new address". (As an aside, the forwarding order at the post office still works. I really never did figure out what happened to the initial statement.)
Anyway, after numerous calls with both the lab and NCO, I thought all was at last resolved.
At Ms. Simpson's request, I FAXed proof of my version of the debt (the EOB and the check # used to pay the bill). Several weeks later, she calls my home on Saturday morning.
On Monday, I call the SHC Reference lab to confirm my balance - and it's $0 - all paid -nothing outstanding. I then call NCO. Ms Simpson tells me she "couldn't locate the FAX" from several weeks ago, stated I still owe $177, and followed up with telling me it's my responsibility to resolve the debt. I informed her I wouldn't be paying a penny more, using some choice words for emphasis, at which she informed me she's marking my file as "not willing to cooperate" or some such bullshit and hung up.
I re-faxed the EOB yet have no confidence they will stop harassing me. The cease and desist letter goes out tomorrow.
Repeated calls without a message. Finally left a phone number with extension. When I returned the call, they initially didn't even say what company they were. When I asked, what company they were, they identified themselves as NCO Financial. When I asked what kind of company they were, they declined to provide any information. They also refused to say what other company they might be working for. (I found out what NCO Financial is by looking them up online.) When they checked my name, they could not even determine the reason for their calls and asked me to call them back in the evening. I'm disturbed because I have no debt or bills that are in collection, and yet I'm being harassed by a company that refuses to say who it is or to even provide a reason for their calls.

NCO is the king of harassment and intimidation. These tactics are very effective but are, generally, just a routine they use. The good cop, bad cop routine between the man and woman is also common and effective.
Without knowing the exact details of the debt and its status, it is hard to give you more info, but here's some pointers.
It is illegal to threaten court action if they do not actually intend to immediately file a court case (assuming they even have the right to). This is why they are saying "send to next stage" and "county."
It is illegal to threaten arrest for a debt. You can be sued for a debt, but it is not a crime.
It is illegal to say you are an attorney in pursuit of a debt if you are not actually an attorney. They also cannot say they represent the government or a government official.
It is illegal to threaten to garnish your wages if they do not have the legal right to do so and will be doing so imminently. They cannot garnish your wages unless they win a court case against you. Also, it is the court that garnishes wages, not the debt collector.
Swearing or using abusive language is another violation of the Fair Debt Collection Practices Act.
If they are not legally allowed to collect fees or interest on your debt, they violated the FDCPA by suggesting you pay $321.51 for 12 months which equals $3858.12. They are only allowed to collect the value of the debt which you said was $3800. If you can get this one in writing, a lawyer will have a field day with them.
Do not give NCO your bank account information for a direct debit, they have been known to make "mistakes" and continue taking money. The idea being, once you have agreed to pay them they know they can work you and that you are someone they can intimidate. Do not sign anything you send to NCO. Debt collectors forge signatures based on documents you have already sent them.
If you make an agreement to pay anything (I would never pay NCO a penny...ever... too many ways for them to take advantage of you) make sure that you get in writing an agreement that all references to this debt will be removed from your credit reports. With this letter, even if they don't want to remove it after you pay them, the credit reporting agencies will be forced to delete the account from your reports.
It sounds like you debt is current, but any debt that is old (4 to 7 years depending on state) is passed the time limit for court collections or reporting to your credit reports. If, however, they can get you to send them any money at all or agree to anything in writing (possibly even on the phone), it resets the 4 to 7 year clock. They try very hard on this one because they buy lots of debt that is 7 to 20 years old and try and intimidate people into paying up or agreeing to try to.
What state do you live in? Check www.callcorder.com to see if your state allows you to legally record NCO's phone calls without telling them. If so, and NCO violates any of these FDCPA rules, they could owe you $1000 per infraction and you'll have the phone recordings to prove it. You should only make agreements in writing with NCO and only using certified mail with return receipt. Build a paper trail (and hopefully phone calls) and NCO will eventually do something that violates the FDCPA. NCO has written quite a few checks for thousands of dollars each because of how often they get caught doing this.

I got a call at 8:10AM this Saturday that woke me from a dead sound sleep.
It was NCO - They hung up when I answered.
They called me back at 10:26AM telling me that my JPMorgan Chase acct. was in danger of being sent to "the next stage" and if I didnt show a committment to pay, the acct was going to be "sent on" to my county on Monday. (I'm assuming means courthouse) - HELP!
The amount is up to $3800.00 now - $1800 of which is late and interest fees that I did not spend.
I told them that I didnt live in that county anymore. The girl I spoke to was very nice and I told her that yes, I hadn't paid on this acct in about a year due to needing major surgery and being out of work, and a very bad financial year last year. She asked me what I made now and where I worked and what I did - and how much I paid for rent and for my car. (those were the only questions she asked).
She sympathized with my situation and offered me a settlement agreement of $2122.00 - which I dont have. She then offered me a three month payment of 836.00 for three months to pay it off ($2507.00) - which is almost half my monthly paycheck or a 12 mo. payment of 321.51.
She said the first payment must be paid in April - and it is now April 26th!
I explained to her that my wedding is in two weeks and that I could not make a first payment until May 15th (I didnt think this was unreasonable - is it?) They were trying to "do me the favor" of it going to the county.
Then a man gets on the phone telling me because it is so urgent on a time constraint, we need your immediate committment. I asked him why they were calling me on April 26th to ask me for a payment by the end of April - (Just a few more days) and that was unrealistic, and had they called me sooner, I may have had a chance to do more about it by the end of April. He then started YELLING at me - saying that he had been calling me since April 2nd!
I told him that I had never received any messages from him prior and he said that is because my machine would not let him leave a message and that I was a grown woman, and should have known I was in trouble for this debt.
I said back to him that there was no reason to yell, and that my home machine took messages just fine and that I was sorry if he had a machine doing the calling, but I would not have had any idea who they were just by seeing an 877 number on my caller ID - and that I would have hoped that someone would have just spoken and waited for the beep for me to call them (No-one ever has).
He continued YELLING at me saying I was twisting the situation and then I said that he needed to calm down. He then started demanding my new address and I said I would not give it to him unless he calmed down and I asked to speak back to the girl I had been dealing with that was a lot calmer.
He said NO, I dont intend on being nice and I am hanging up in 5 seconds and telling them to send it on if you dont cooperate - and then I hung up on him.
I was not going to be abused like that !!
I am scared though because Capital One got a judgement on me and then threatened to garnish my wages if I didnt pay it. So I had to take care of it at that point. The courthouse was not even in my state so I couldnt even show!
Can they do that? Garnish wages?

I just got a new cell phone the other day and started receiving collection calls for someone else on it. I called the main NCO number and was put on hold for a while and then spoke to someone who said she remove the cell phone number from her list.
BEWARE:
Upon NCO acquiring my collections they immediately added back interest in a 2 year time period where interest was already added in that period--aka- double dipping.. Even tho the original creditor assured me ( as well as the state) that this is illegal to do, NCO refused to subtract the double dipped amount and always refused to send me a detailed statement from where they acquired this amount. Basically I was told to shut up and pay in full, I would not pay them until I had solid proof of a correct balance. . what What was a $2800 debt became a 10k debt in less than 4 years thanks to their double dipping for interest and hidden fees-- never saw how it grew after the illegal interest as I received on e letter from them with the initial amount I disputed.. It went into judgment mode with a lawyer who is affiliated with this company and is still being contested. Perhaps if a debtor was to be able to make a payment on a debt in a reasonable manner and without the debt accelarating faster than the speed of light and KNOW that the collection agency is fair and has employees who do not correspond like illerate criminals on the phone, making threats and harassing illegally and then hanging up on you...maybe the success rate of repayment would be greatly increased??

A Rep called the father of a friend of my husband 3 times harrassing him for information about my husband. He said that he was with MCS Financial Systems in Utah and gave the number 800-477-1857. The man that they called kept telling them that he didn't know my husband and couldn't give any information. The father asked what this was in regards to but they said "We can not give out that kind of information". But they want him to give them iformation and got really rude when he said no. They accused him of lying of my husbands where abouts and that he was hiding him out somewhere. My husband has only seen this man maybe 4 times in 8 years. How in the world can they connect them and how would he know any information about him. We had a Lawyer friend call the number which says they are NCO not MCS and told them if there were any more calls to this man they will find themselves in court for harrassment. They said "Sorry. Hopefully that wil be the end of that.

Calls from this number (and many others traced back to NCO Financial) on a business cell phone for approx. 2.5 years! If they were actually interested in contacting someone, they could have a human being make the call and they could determine immediately that (1) this is a business phone and (2) it is a law firm.
NCO has called 3 times and left messages asking me to call back using a reference number. The number they reach me on is a new company cell phone number. I do not use this cell phone number for personal/bank/credit card/loan information. This is a scam!

was left by a Ms Nelly (really hard to hear). I am absolutely sure I have no debt as I pay off all my bills. Since the message didn’t include a recipient’s name, I kinda guest it’s a scam. First thing I am going to do is obtain my credit report (from all 3 credit bureaus-they are required to give you a free copy once every year). Then I am going to call these bastards and give them hell. FYI, I believe they’ve just lost a case against them brought by PA. If you want to file a complaint, DA website from PA would be a good start. You can even do it online.

I receive this phone call daily at my job where i share the same number with 8 other people and we wk on 24 hr schedule. so today I called them back. the company is NCO, whoever that is (bill collector i'm sure, everyone I work with owes someone something). I eventually get an operator and I tell them the situation and that who ever they are trying to reach isn't receiving the msg because this is a place of business not a home number. she asks for the phone number and says that they will no longer call that number. I guess I will have to see about that!

They advised they were collecting a debt and asked us to call 866.376.1967. We have no unpaid debts so this was a surprise. Assuming they had the wrong number, we have called them 5x and all their phone does is ring. No one has ever answered. We have received nothing in the mail.

Prior to the acquisition, Portfolio Management had a 50 percent ownership interest in a joint venture, InoVision-MEDCLR NCOP Ventures, LLC with IMNV Holdings, LLC, a subsidiary of Marlin.
On May 25, 2005, we acquired Creative Marketing Strategies, referred to as CMS, a provider of CRM services, for $5.9 million. The purchase price included the contribution of a note receivable for $5.2 million that we received in 2000 in consideration for assets sold to a management-led group as part of a divestiture.
Effective January 1, 2006, we adopted FASB Statement of Financial Accounting Standards No. 123 (revised 2004), "Share-Based Payment," referred to as SFAS 123R. SFAS 123R requires that the cost of all share-based payments to employees, including stock option grants, be recognized in the financial statements based on their fair values. The standard applies to newly granted awards and previously granted awards that are not fully vested on the date of adoption. Prior to January 1, 2006, we accounted for stock option grants in accordance with APB Opinion No. 25, "Accounting for Stock Issued to Employees," referred to as APB 25, and related interpretations. Under APB 25, because the exercise price of the stock options equaled the fair value of the underlying common stock on the date of grant, no compensation cost was recognized.
We adopted SFAS 123R using the modified prospective method, which requires that compensation expense be recorded for all unvested stock options at the beginning of the first quarter of adoption. Compensation expense recognized related to stock options for the three and nine months ended September 30, 2006 was $149,000 and $403,000, respectively. At September 30, 2006, there was $1.4 million of total unrecognized pre-tax compensation cost related to non-vested stock options, which is expected to be recognized straight-line over a weighted-average period of approximately three years.
On December 29, 2005, we accelerated the vesting of outstanding unvested stock options that have an exercise price equal to or greater than $17.25 per share, referred to as Eligible Options. Any shares received upon the exercise of Eligible Options are restricted and may not be sold prior to the date on which the Eligible Options would have been exercisable under the original terms. As a result of the acceleration, options to purchase 944,308 shares of our common stock became immediately exercisable. All other terms and conditions applicable to the Eligible Options remain unchanged. All terms and conditions of all options that are not Eligible Options remain unchanged. The purpose of the acceleration was to eliminate future compensation expense associated with the Eligible Options of approximately $3.9 million, net of taxes that would have otherwise been recognized subsequent to our adoption of SFAS 123R on January 1, 2006.

Revenue. Revenue increased $52.4 million, or 21.0 percent, to $301.6 million for the three months ended September 30, 2006, from $249.2 million for the three months ended September 30, 2005.
Our operations are organized into four market specific divisions that include:
ARM North America, CRM, Portfolio Management, and ARM International. For the three months ended September 30, 2006, these divisions accounted for $205.7 million, $62.8 million, $55.3 million, and $8.4 million of revenue, respectively. Included in ARM North America's revenue was $30.5 million of intercompany revenue from Portfolio Management and ARM International, which was eliminated upon consolidation, and included in ARM International's revenue was $45,000 of intercompany revenue from Portfolio Management, which was eliminated upon consolidation. For the three months ended September 30, 2005, the ARM North America, CRM, Portfolio Management and ARM International divisions accounted for $186.8 million, $44.9 million, $35.1 million and $3.5 million of revenue, respectively. Included in ARM North America's revenue was $21.2 million of intercompany revenue from Portfolio Management, which was eliminated upon consolidation, and included in ARM International's revenue was $71,000 of intercompany revenue from Portfolio Management, which was eliminated upon consolidation.
ARM North America's revenue increased $18.9 million, or 10.1 percent, to $205.7 million for the three months ended September 30, 2006, from $186.8 million for the three months ended September 30, 2005. The increase in ARM North America's revenue was primarily attributable to the acquisition of RMA, which was completed on September 12, 2005, and an $8.7 million increase in fees from collection services performed for Portfolio Management, which is eliminated in consolidation. Included in the intercompany service fees for the three months ended September 30, 2006 and 2005, was $5.4 million and $1.1 million, respectively, of commissions from the sale of accounts receivable by Portfolio Management.
Revenue for the CRM division increased $17.9 million, or 39.9 percent, to $62.8 million for the three months ended September 30, 2006, from $44.9 million for the three months ended September 30, 2005. The increase in CRM's revenue was primarily due to the continuing implementation of new contracts during the end of 2005 and during 2006. This was offset partially by the loss of business during 2006 from a telecommunications client resulting from changes in the telecommunications laws in 2004.
Portfolio Management's revenue increased $20.2 million, or 57.5 percent, to $55.3 million for the three months ended September 30, 2006, from $35.1 million for the three months ended September 30, 2005. The increase primarily represents additional revenue from portfolio assets acquired throughout 2005 and 2006, including the RMA portfolio and Marlin portfolio acquisitions in September 2005, as well as higher revenue from the sale of accounts receivable. Portfolio Management's collections, excluding all portfolio sales, increased $11.1 million, or 23.6 percent, to $58.1 million for the three months ended September 30, 2006, from $47.0 million for the three months ended September 30, 2005. Portfolio Management's revenue represented 72.6 percent of collections, excluding all portfolio sales for the three months ended September 30, 2006, as compared to 68.7 percent of collections, excluding all portfolio sales for the three months ended September 30, 2005. The increase in collections was primarily attributable to the acquisitions of the RMA and Marlin portfolios.
In 2005, Portfolio Management began an on-going process to identify and sell certain aged portfolios of accounts receivable that have a low probability of payment on our platform and a low remaining carrying value. For the three months ended September 30, 2006 and 2005, Portfolio Management recorded $13.1 million and $2.8 million, respectively, of revenue in connection with these sales.
ARM International's revenue increased $4.9 million, or 138.5 percent, to $8.4 million for the three months ended September 30, 2006, from $3.5 million for the three months ended September 30, 2005. The increase in ARM International's revenue was primarily attributable to the acquisition of the international operations of RMA and the acquisition of ARL.
Payroll and related expenses. Payroll and related expenses increased $23.2 million to $150.1 million for the three months ended September 30, 2006, from $126.9 million for the three months ended September 30, 2005, but decreased as a percentage of revenue to 49.8 percent from 50.9 percent.
ARM North America's payroll and related expenses increased $5.2 million to $93.3 million for the three months ended September 30, 2006, from $88.1 million for the three months ended September 30, 2005, but decreased as a percentage of revenue to 45.4 percent from 47.2 percent. Payroll and related expenses as a percentage of revenue decreased primarily due to the effective management of labor in this division. Included in ARM North America's payroll and related expenses for the three months ended September 30, 2005, were charges of $164,000 related to Hurricane Katrina.
CRM's payroll and related expenses increased $15.1 million to $50.3 million for the three months ended September 30, 2006, from $35.2 million for the three months ended September 30, 2005, and increased as a percentage of revenue to 80.1 percent from 78.3 percent. The increase in payroll and related expenses as a percentage of revenue was primarily attributable to the increased expenses associated with implementing new clients in advance of generating the resulting revenue.
Portfolio Management's payroll and related expenses increased $626,000 to $2.1 million for the three months ended September 30, 2006, from $1.5 million for the three months ended September 30, 2005, but decreased as a percentage of revenue to 3.8 percent from 4.2 percent. Portfolio Management outsources all of the collection services to ARM North America and, therefore, has a relatively small fixed payroll cost structure. The increase in payroll and related expenses was principally due to the acquisition of Marlin.
ARM International's payroll and related expenses increased $2.9 million to $5.1 million for the three months ended September 30, 2006, from $2.2 million for the three months ended September 30, 2005, but decreased as a percentage of revenue to 60.4 percent from 61.7 percent. The decrease in payroll and related expenses as a percentage of revenue was primarily attributable to the effective management of labor following the restructuring activities in this division.
Selling, general and administrative expenses. Selling, general and administrative expenses increased $13.8 million to $106.2 million for the three months ended September 30, 2006, from $92.4 million for the three months ended September 30, 2005, but decreased as a percentage of revenue to 35.2 percent from 37.1 percent.
ARM North America's selling, general and administrative expenses increased $7.3 million to $88.2 million for the three months ended September 30, 2006, from $80.9 million for the three months ended September 30, 2005, but decreased as a percentage of revenue to 42.9 percent from 43.3 percent. The decrease in selling, general and administrative expenses as a percentage of revenue was primarily attributable to the higher revenue base allowing for a better leverage of our infrastructure. I've gotten serveral calls in the past two and I know for a fact that I do not owe any debts. It's just really annoying, when I listen to my voice mail I automatically delete any messages I recieve from NCO. It's always an automated message that does not give me any detail about my "debt". If it were the real thing, I feel like they would take the time to have a representative call me and address me by name and let me know what the debt is for. I don't want to waste time dealing with them, but I wish the calls would stop.
