I received annoying calls too and just hang ups but eating up my pay-as-you-go funds..
Just verified with Bell Canada, this number got nothing to do with Way Telecom. WayTelecom is a long distance calls provider.
I just figured everything out. I just purchased a $5 Global Saver card from Way Telecom. Used their Toll Free Access number and dialed from two different cell phone providers. Bell Canada is showing Unknown Telus is showing 416-646-3601. It looks like Mobile providers is spoofing the number. I can understand them, they are loosing long distance business to Way Telecom.
When I tried to call back I got a dial tone on my cell.

I use my cell exclusively but have my long distance with a pre-paid provider (WayTelecom) as it is quite a bit cheaper than what is offered with my cell contract. To dial any LD number I must go through a national toll free access# first, and this is the number that appears (416-646-3601) on the destination's call display -- WHEN a number appears (sometimes it's just "private caller" or "unknown"). I can't speak for anyone harassing or trying to scam you, only that this is my link to this number.
